Notification by the individual after this period will disqualify them from receiving the $750 cash back. 5. A check will be carried out to confirm that the individual has paid the $250 GIN monthly membership dues for the 3 months. 6. After we have confirmation, please allow up to 120 days for the money to be credited to you. Method of payment will be issued by either check or via Paypal or via other means agreed by us and the individual. 7. Individuals who do not pay their GIN monthly membership dues for all 3 months or cancels their GIN membership before the 3 months have passed or misses a payment for one or all of the 3 months will disqualify themselves from receiving $750 cash back if they chose to end the 3 month trial. 8. Individuals who decide to continue their membership in GIN can qualify to receive $1,500 cash back if they pay their GIN monthly membership dues each month for 12 months, i.e. November 2011, December 2011, January 2012, February 2012, March 2012, April 2012, May 2012, June 2012, July 2012, August 2012, September 2012 and October 2012 and pay the deferred initiation fee on $1,500 in the 12th month. New Small Business Loans Approved in 'Minutes'

The Small Business Administration announced two new lending initiatives on Wednesday aimed at getting relatively modest loans to small businesses quickly.
The idea is to get loans under $250,000 into the hands of small businesses efficiently: Applications are only 2 pages long and can be approved in anywhere from "minutes" to 10 days, according to the SBA. Greater access to credit should help spur firms to grow and hire, giving the economy a boost.

"Many entrepreneurs and small business owners across the country have enormous potential to drive economic growth and create good-paying jobs in their local communities, but too often they face barriers in fulfilling that potential," said Catherine Hughes, chairperson of the SBA's new Advisory Council on Underserved Communities, in a written statement.

Banks have been slow to lend to small businesses, even as credit availability has eased since the global financial crisis hit. More than three-quarters of small businesses that applied for a loan during the first half of 2010 received only "some" or "none" of the credit they desired, according to a New York Federal Reserve report released in October.

Unlike big corporations, which can issue stock, sell bonds or take other measures to raise cash, small businesses are largely at the mercy of banks for financing.
But big banks have complained that it often doesn't pay for them to spend time and resources administering a small loan.
The SBA's new Small Loan Advantage incentive cuts the paperwork burden. Larger banks that are already so-called "preferred" lenders can make loans through its flagship 7(a) lending program up to $250,000, and get them approved quickly by submitting a single-page credit memo, according to Jonathan Swain, assistant administrator for the SBA.

Loans submitted electronically "will be approved in minutes," according to the SBA. Other applications will be approved within one business day.
Some 630 banks are preferred lenders and have the authority to approve loans independently. As with a normal 7(a) program, the loans are guaranteed at 85% up to $150,000 and 75% over $150,000.

A second initiative, called Community Advantage, aims to get SBA-backed loans to underserved communities, such as minority-, women-, and veteran-owned businesses, as well as firms in lower-income or rural areas.

The program encourages borrowers to develop a business plan and work with advisors. Applications should be approved within 5 to 10 days.
Instead of banks, the three-year pilot program operates via alternative, community-minded lenders like Community Development Fund Institutions, nonprofit Certified Development companies and approved micro-lending intermediaries. These organizations haven't previously been able to access government loans through the 7(a) program.

"We are taking steps that will increase the number of places small business owners in underserved communities can go to get loans," said SBA Administrator Karen Mills in a statement.

Both programs are expected to be up and running by March 15.

Why Gold is Losing its Luster - Gold Prices Have Fallen More Than 6% Since the Start of the Year.

As fears over debt, inflation, and political instability have eased over the past several weeks, gold has lagged behind stocks and bonds. The precious metal has fallen more than 6% from the start of the year and is now trading at a three-month low. That's a far cry from the record-setting run gold was having during the second half of 2010.

The reason behind last year's rally is simple. Gold is considered by many to be a "safe haven" investment that can be used as a hedge against inflationary pressures, political instability and overall economic uncertainty. With those fears easing, analysts say there's been little reason to be in gold right now. "Over the past several weeks, you've seen stock markets rise to multiyear highs and the political environment seems to look a bit better both domestically and overseas," said Carlos Sanchez, precious metals analyst with CPM Group.

It's not that Europe's debt problems have been solved, or that the U.S. economy is completely out of the woods, it's just that investors are beginning to gain enough confidence in the recovery to find other assets more attractive -- like stocks or bonds. But if the U.S. recovery really starts to gain momentum and central bankers, particularly the Fed, start raising rates, analysts say its possible gold prices could drop another 5% to 10% before resuming any meaningful rally.

Interestingly, investors started shifting out of gold exchange-traded funds, such as SPDR Gold Shares (GLD), late last year. According to Morningstar data, investors pulled out nearly $1 billion from that ETF during the fourth quarter, when gold was on its record-setting tear. Contrast that with the second quarter, when investors poured some $7 billion into the Gold Shares ETF, while gold was trading around $1,200 an ounce. It's currently trading just above $1,300 an ounce. "There's a growing consensus that the U.S. economy is back on solid footing and the Fed could begin reining in its ultra-accommodative monetary policy," said Daniel

Brebner, precious metals analyst for Deutsche Bank. "If this is in fact the case -- then gold is no longer required as part of a portfolio."

China's Economy: Still Red Hot

Analysts also cited the recent move by China to tighten lending standards as another bearish indicator for gold. "The more Chinese tightening ahead, the more markets worry that the world's second-biggest economy slows abruptly, which would impact demand for commodities," said Ashraf Laidi, chief market strategist with CMC Markets in London.

Oddly, one thing that has been having little impact on gold recenlty is the weaker U.S. dollar. Gold typically moves in the opposite direction but since the start of the year, the two have moved in tandem.

"We simply have different fundamentals exerting themselves," Sanchez said. "We expect prices to pick up in a month or two."

Commodities Outlook 2011: $1,500 Gold

Brebner thinks gold will end 2011 at $1,600 an ounce and has a 2012 price target of $2,000 on the precious metal. According to a recent CNNMoney exclusive survey, a number of market stratetegists agree that gold will resume its upward move, but at a more measured pace.
